  Civil servants in the early 60s were “servile, toeing the line, doing very little, afraid to do anything wrong” observed Mr Lim Kim San who was deputy chairman of the Public Service Commission from 1959 to 1963. He said the PAP inherited a “sour” civil service and wanted to change it into one that serves the public and not one that has the public obey at its beck and call.   After 13 years in the Navy and the Defence Ministry, Mr Peter Ho was posted to the Foreign Affairs Ministry in 1989. While his previous experience had been in the area of defence and security, Mr Ho went on to create the first Asean Regional Forum summit in 1994. Now the Head of Civil Service, Mr Ho encourages public officers to go beyond their statutory duty to “make their jobs interesting” by finding worthwhile, meaningful things to do. DPM Teo spoke about how the Public Service contributed to Singapore’s economy and how the Service worked with the country’s political leadership to find practical solutions to challenges. The book was launched during the third Public Service Week. Public officers were also recognised for their service and organizational excellence at the same event.
